Ⅰ. 북한사회의 특징

1. 소 개
  
북한은 다른 사회주의 국가와는 다른 독특한 체제를 가지고 있다. 이런 북한체제의 특징을 이해하지 않으면 북한 사회가 움직이는 시스템을 알 수 없다. 이는 북한 사람들을 이해하는 데에도 매우 중요하다. 우리식 사회주의라는 독특한 체제 속에서 살아온 사람들은 사고방시과 행동양식에 우리와는 다른, 그들 나름의 잣대를 가지고 있기 때문이다.

[북한은 사회주의 체제이다]

● 자본주의 사회에서는 원칙적으로 모든 재산과 생산수단을 개인이 갖는다. 반면 사회주의체제인 북한에서는 자본·공장·토지 등 생산 수단은 국가가 소유하며 개인 소유는 원칙적으로 인정되지 않는다. 생산수단의 개인 소유는 빈부격차와 계급의 분화를 가져온다는 이유로 부정되고 있다. 그리고 공산당 즉, 조선노동당은 프롤레타리아 독재라는 명분하에 국가와 사회의 모든 부문을 통제하고 있다. 여러 정당이 존재하는 남한과는 달리 일당 독재체제를 고수하고 있는 북한에서 조선로동당의 지위는 국가기관보다 우위에 있다.

[북한은 유일 체제이다]

● 그러나 보다 독특한 북한체제의 특징은 바로 김일성-김정일로 이어지는 최고지도자의 절대권력이 행사되는 유일체제라는 점이다. 현재 김정일 국방위원장은 조선로동당 총비서로서, 국방위원회 위원장으로서 당·정·군 등 모든 권력의 정점에 서 있다. 유일체제는 고도의 동원체제이다. 북한에서는 모든 문제를 사회주의와 자본주의, 자주와 외세, 통일과 반통일 등 적대적인 개념의 대결로 보는 문화가 널리 퍼져있다. 북한은 이런 대결에서의 투쟁과 승리를 고취함으로써 사회를 고도로 동원화하고 있다. 또한 북한은 각 분야에서 수령숭배정책을 펴고 있다. 최고지도자와 대중의 일체감을 확보함으로써 저항없는 개인숭배 시스템을 만들어 가고 있는 것이다.
